The Bills promoted CB T.J. Heath and OG Keith Williams to the 53-man roster and placed DE Chris Kelsay on injured reserve.

Kelsay partially tore a ligament in his neck in a practice last month. He has missed three of the last four games.

In nine games and four starts this season, Kelsay had 14 tackles, two sacks and a safety.

Heath has spent the first 12 weeks of the season on the Bills’ practice squad. Williams, a sixth-round pick by Pittsburgh in 2011, has been with the practice squad the past five weeks.
